In the event of expenditure above the delegation limits the MNZ protocol will be followed to
access MNZ funds.
Financial Instruction
The purchase of services requires the TRC standard purchase order process, coded to a job
code specifically created for the response, and subsequent accounts will be processed by the
administration section, and will be subject to TRC policy.

Drilling fluids
Oil and gas wells may be drilled with either synthetic based mud (SBM) or water
based mud (WBM). As the names suggest, these are fluids with either water (fresh or
saline) or synthetic oil as a base material, to which further compounds are added to
modify the physical characteristics of the mud (for example mud weight or
viscosity). More than one type of fluid may be

blowouts, oil spills or loss of control of wellheads.
10. Both exploration and production activities are equally as risky in
different ways with some reports finding that exploration activities
create a greater risk from loss of control1. Both exploration and
production should be at minimum a discretionary activity.
11. Risk criteria should be applied to all oil and gas exploration and
production applications to address such effects. Risk criteria must
address
rendering operation located on Kohiti
Road at Okaiawa, in the Inaha catchment. Two rendering plants operate on the site: an inedibles plant
owned by the TBP, and a food grade plant owned by Taranaki Bio-Extracts Ltd (TBE). A trucking firm,
Jackson Transport Ltd (JTL), previously owned by TBP, also operate from the site.
During the monitoring period, TBP demonstrated an overall good level of environmental
performance.

64. It should be noted here, that the Council do not agree with this assessment and the
discharge of this material to land has been assessed as a discretionary activity along
with the other discharges from the site.
65. A portion of the existing stockpiled material was sampled in June 2019. For testing
purposes, the two sources of material were referred to as compost stream 1 (from the
drilling mud
passive samplers are presented in Figure 1.
The findings of this study are presented in this report. The Council has previously
undertaken BTEX monitoring in March 2003 around a BP Petrol station in New Plymouth
and in March 2005 around two large gas production stations. This current study allows
comparison of relative levels to be made between differing activities.
