The Company holds two resource consents, which allow it to discharge treated septic tank effluent, and for a
boulder rip rap toe protection in the coastal marine area. These consents were both replaced during the
year under review. The consents that were in place at the start of the year included a total of 24 conditions
setting out the requirements that the Company must satisfy. The replacement
industrial area of New Plymouth accommodates a wide range of industrial
activities. Three sites involve activities with discharges to air that are authorised by resource consents and
are monitored under this programme. These are Downer EDI Works (asphalt plant), Dialog Fitzroy Ltd, and
Katere Surface Coatings Ltd. This report for the period July 2022 to June 2023 details the monitoring
programme implemented by the Taranaki Regional Council (the Council) to assess the companies’
compliance with

A detailed description of how drilling waste is generated in Taranaki, the contaminants associated with the
waste, and the landfarming process can be found in the Review of Petroleum Waste
Taranaki. The Taranaki CDEM Joint Committee agreed
in 2017 to invest in growing the capacity of the CDEM sector across the
‘4 R’s of risk reduction, readiness, response and recovery, this included
increasing staff numbers at the Group Office level and the development
of Emergency Operation Centres at District Council level.
Due to the transitional nature of moving from a centralised system of
CDEM delivery to a more devolved system, many of the statements
about how agencies
report details the results of the monitoring undertaken, assesses the Company’s environmental performance
during the period under review and the environmental effects of their DWI activities.
