Executive summary
This report has prepared to assist the Taranaki Regional Council in its interim review
of the Regional Coastal Plan for
because we think it important that your second phase investigation into the
regulation of fracking is able to benefit from the experience of the Taranaki Regional Council
in regulating the oil and gas industry in Taranaki over many years, and where we see
opportunity for positive change.
The first part of the submission ‘looks back’ and lays out Taranaki’s record but then
importantly ‘looks forward’ addressing the findings of your interim report and
recommending some changes to the
network for increased security measures this last
quarter. This aligns to NZ security protocols.
Group Plan
Status
A memorandum seeking endorsement to commence an interim review and update of the current
Taranaki Civil Defence Emergency Management (CDEM) Group plan was approved by CEG/JC in
February 2023.
With legislative change pending as part of the Trifecta programme, an interim review aims to extend
the life of the current group plan past June 2023 with a focus
throughout the region, therefore the number of lakes in each FMU is not
proportionate to overall area. The TRC lakes monitoring programme was informed by a review of all lakes
throughout the region, which identified 17 potential candidate lakes for inclusion. The following criteria were
used to exclude lakes as suitable candidates for monitoring:
Natural and unmodified. Artificial lakes were excluded on the basis that these lakes are less likely to be
considered representative of

3. notes that six of the 10 submitters have stated that they wish to present their
submission at a Council hearing
4. agrees that the Policy and Planning Committee be convened as a Hearing
Committee to hear submissions and make its recommendations on submissions to
the Council on 17 October 2017.

3. Report back on the interim review of the Regional Policy Statement for
in a document and will be presented to the Council early in 2017. A copy will
then be made available to every farmer in the region. Feedback on a draft Coastal Plan has been received and officers' are assessing the
views provided with an aim of releasing a proposed plan about July.

decided to delay the release of a Proposed Freshwater Plan to allow further work to be undertaken and recognising the
considerable uncertainty for the review arising from central government initiatives. In the interim the Council's
requirements for farm dairy discharge to go to land, whenever possible, will be worked through with consent holders
with appropriate transition arrangements. A requirements document for this and other changes has been prepared
