2.2.1 Site inspections
19 August 2014
The site was inspected in overcast weather with very light wind conditions. The cap
and perimeter of the site were walked, with the MultiRea gas detector in operation. No
methane or hydrogen sulphide were detected either on or off site. The grass cover on
the cap was short and it appeared to have been grazed recently by sheep. One small
crack was noted in the cap near the
area for many generations and have seen the slow
demise of the Uruti valley and consequently, the Mimi River.
Because of the now-barren steep hill-country and valleys and
the draining of most swamp areas from Mt Messenger to the
sea, the valley can no longer cope with it's unique weather
patterns of which it is so locally famous for. In the first instance,
frequent torrential downpours and constant rain though the
winter resulting in regular flooding and flash-floods which now
run uninterrupted

Flowchart 2 should also be used to determine whether the responsibility for
responding lies with an oil transfer site operator, the Regional Council or Maritime

Tier 1 Response Required
If there is an identified spiller who is willing and able to respond adequately to the
spill then a Tier 1 response is required. The Regional On-Scene Commander must

A site visit was to conduct a compliance monitoring inspection and to take methane
readings. The weather was fine with no rain over the past 48 hours.
The cap had a high level grass cover and there was no evidence of cracking or
subsidence. No issues were noted in regards to exposed refuse, odour or
