Proceeding with grandstand repairs and essential refurbishments at Yarrow Stadium with a budget of
up to $50 million was a challenging decision that required the best expert advice and sound, lawful
processes. The Council studied the costs and benefits in detail, listened to a wide range views and had
a strong and healthy debate. Councillors then arrived at a consensus, approving
accompanied by a report required under section 32 of the RMA (the
section 32 report) which contained an evaluation of the costs and benefits of adopting the
objectives and policies in the Proposed Plan, consideration of alternatives and of the
appropriateness of the provisions of the document for achieving the purpose of the Act.
Members should note that Section 32AA of the RMA requires a further evaluation of any
changes proposed for the Proposed Plan since the evaluation report was completed.
