On a more positive note, the Council maintained its enviable
record of processing consent applications within statutory
timeframes, achieving 100% compliance for the 15th
consecutive year.
HAZARD MANAGEMENT
The Council’s role in Civil Defence Emergency Management
came to the fore in June 2015, when heavy rain resulted in

are presented in Table 2 and the sampling sites are shown in
Figure 1. These sites were chosen because they provide safe access to the stream
during periods of rain and are outside of the discharge mixing zone. The stretch of
the Piakau Stream between these two points has very high, steep banks which would
not permit easy escape in the event of rising waters.
The results indicate that the discharge was not affecting the water quality of the Piakau
Stream and was in compliance with all

site (Table
3.1). Ammoniacal nitrogen concentrations are however likely decreasing and fall
within NOF band B (Table 3.1). Faecal bacteria concentrations are high (Escherichia
coli 5-year median 280 per 100 mL, NOF band D), with trend analysis indicating
increasing degradation (Table 3.1). A TRC-led programme of riparian fencing and
planting is on-going in the catchment and as this becomes established, TRC is
expecting water quality
