David MacLeod - CHAIRMAN
From the Chair
He says public notification of a new Plan is
still on hold pending further changes to
resource management law by central
government, and because submitters to the
Council had asked for more work to be done.
“But the guide spells out where we’re already
making changes on the ground.”
A hard copy of the new guide will be sent to
every rural box holder in
their Biodiversity Plan as funding is available via
Taranaki Regional Council for their management.
 Riparian planting
 Work required under Resource Consent
Operational costs, including salary and wages
Only one application per group/organization or private
landowner can be made to the Trust each financial year.
The Trust will contribute a maximum of 50% of the
total cost of a project. The total cost includes cash,
and the dollar value of any 'in kind' contributions
The package is designed to help farmers
mitigate the devastation to what in some
cases has been years of investment and hard
work that they have put into their properties
through the Council’s Riparian Management
and Sustainable Land Management
Programmes.
The Council’s package includes:
Ÿ Supply of replacement riparian plants for
riparian plan holders.
Ÿ Assistance with riparian planting.
Ÿ Supply of poplar poles and sleeves for
erosion control and soil
and regular
monitoring ensures that water is not over-allocated.
What is proposed in the Draft Freshwater Plan?
The Draft Plan sets specific allocation limits for each of the
Freshwater Management Units, or zones, the Council is now
obliged by the Government to establish. This ensures that
streams and rivers will be used and monitored in a way which
suits their differing values.
The Draft Plan would also enable those with existing takes to
have priority
accordance
with section 35 of the Act, the Council undertakes compliance monitoring for
consents and rules in regional plans; and maintains an overview of performance of
resource users against regional plans and consents. Compliance monitoring,
(covering both activity and impact), also enables the Council to continuously assess
its own performance in resource management as well as that of resource users,
particularly consent holders. It also enables the Council to continually re-evaluate its
appreciated.
It is time for another visit.

report also assigns them a rating for their environmental and administrative performance during the period
under review.
Environmental performance is concerned with actual or likely effects on the receiving environment from the
