Introduction
The Taranaki Regional Council (the Council) is considering participating in the New Zealand Local Government
Funding Agency Ltd (LGFA) scheme. The LGFA is designed to allow local authorities to borrow at more
favourable interest rates.
The LGFA is a council-controlled trading organisation (CCTO) established by a group of local authorities and the

1.2 CONSENTS AND CONSULTATION
1.2.1 Consents
The Uruti remediation site comes under the jurisdiction of local government:
• Taranaki Regional Council (TRC); and

To discharge treated stormwater and leachate, including
organic material, from composting operations onto and into
land and into an unnamed
area. As has happened on low-lying fertile land across the
country, wetlands have been drained to make way for farming
and urban development. Remaining wetlands have also
suffered continued degradation from invasive plants,
introduced animals and contaminants from surrounding land
use.
Today, Taranaki has an estimated 1,200-plus wetlands. The
Taranaki Regional Council has previously identified 76 of these
as Regionally Significant Wetlands because of their size or
more than twice in any month.
If land is newly converted to pastoral farming then
the setbacks must be immediately in place.
What are the stock exclusion
requirements from wetlands?
All cattle, deer and pigs must be excluded from:
Natural wetlands already identified (as at 3
September 2020) in the Regional Freshwater
Plan for Taranaki or any of Taranaki’s district
council district plans (e.g. as a significant
natural area) by 1 July 2023 (on any
Plymouth District as one of 13 high-growth districts in the
country.
The New Plymouth District Council (NPDC) and Taranaki Regional Council (TRC) have agreed that this
HBA will cover demand for housing and business in the New Plymouth District only. It will assess
housing and business land capacity in the New Plymouth urban area and in surrounding urban
townships such as Oakura, Waitara and Inglewood. Future versions of the report will consider
including the South Taranaki and Stratford
located on Lower Ball Road at
Kakaramea (Vanner Landfarm), in the Mangaroa catchment. Disposal activities commenced
at this site during the 2012-2013 monitoring year. This report for the 2012-2013 period
describes the monitoring programme implemented by the Taranaki Regional Council to
assess the Company’s environmental performance during the period under review, and the
results and environmental effects of the Company’s activities.
