20. Below is a summary of the waste data for events that took place between
October – 18 February 2025. The annual Festival of the Lights event is included
in this break down and makes up most of the total waste diverted.
21. The NZ Tattoo and Arts Festival, held on 29 & 30 November, had a significant
improvement in diversion from the previous event, raising from 50% to 72%.

offensive or objectionable odours were detected beyond the boundary during inspections and there were
no complaints in relation to air emissions from the site.
One incident was recorded in relation to the site in 2023/24. This was an exceedance of abstraction rate due
to unforeseen circumstances during a shutdown to update the safety control systems. Staff ensured
downstream flow was maintained in the stream and it is unlikely any adverse effects occurred, with no
further action
operated, and performed satisfactorily throughout the monitoring period. The effluent
quality data was indicative of well-treated wastewater, with parameters typical of a municipal oxidation
pond system receiving minimal industrial waste loadings. No significant impacts on the Kaupokonui River
were recorded from the physicochemical parameters analysed during the mid-summer survey conducted in
January 2024, when a low discharge rate of well-treated wastewater characterised this system. No significant
relationship
with tangata whenua.
While inflation has been trending down and is now
falling close to the Reserve Bank of New Zealand’s
target consumer inflation rate of between 1 and 3
per cent, the economy has remained sluggish with
gross domestic product rising by just 0.2% in the
March 2024 quarter. That followed a 0.1% fall in the
