year, with their gardens and facilities being continually refined
and enhanced.
The bottom line
The Council finished the 2017/2018 year with a surplus of
$962,000 (total comprehensive income). Total expenditure was
$26.6m. Overall it was a good result, noting that the general
rates increases have been at or below the rate of inflation for
the past few years (a 1% general rates increase in 2017/2018).

majority of the period being reported. During the reported period, the Company was fully compliant with
their residual flow limits, lake levels, and the rise and recession rate restrictions for the lower Patea River.
The Company was required to coordinate a number of investigations and reports during the reporting
period. The bulk of the monitoring work required in relation to these was undertaken prior to the 2017-2018
period and those results have been

1.1.4 Evaluation of environmental and administrative performance
Besides discussing the various details of the performance and extent of compliance by the Company, this
report also assigns them a rating for their environmental and administrative performance during the period
under review.
Environmental performance is concerned with actual or likely

Temperatures measured at climate stations across the
region show marked increases in air, water and soil
temperature, particularly over the past decade. Changes
in river water temperature are more subtle, while air and
soil temperatures have risen sharply, with soil temperature
increasing at a rate of around 1.4°C per decade. Changes
over 10 to 15 year periods are affected by long-term climate
trends as well as changes due to shorter

and structures (natural and man-made) that fish are able to negotiate over (both up and downstream).
The diversion of water for abstraction poses another impediment to fish migration if there is no safe
passage back to the river.
Water diverted for hydro generation is potentially damaging for fish and lethal in some cases. Fish
passing through turbines are subjected to pressure changes, cavitation and shear damage, and
mechanical strike. The survival rate during turbine passage is
rating as to each Company’s environmental and administrative performance during
the period under review. The rating categories are high, good, improvement required and poor for both
environmental and administrative performance. The interpretations for these ratings are found in
Appendix II.
For reference, in the 2021-2022 year, consent holders were found to achieve a high level of environmental
performance and compliance for 88% of the consents monitored through the Taranaki tailored
rating for their environmental and administrative performance during the period
under review.
Environmental performance is concerned with actual or likely effects on the receiving environment from the
activities during the monitoring year. Administrative performance is concerned with the Company’s
approach to demonstrating consent compliance in site operations and management including the timely
provision of information to Council (such as contingency plans and water take data) in accordance
