of irrigation consent holders across the Taranaki region. The assessment covers resource consents held for
pasture irrigation, horticultural and golf course irrigation. This is the 15th Annual Report issued by the
Council to report on compliance monitoring programmes for consents authorising the abstraction of
freshwater for irrigation purposes
holders. Cleanfill consent holders
operated at various locations throughout the region in differing catchments as listed
in Table 1. There are additional site specific programmes for other cleanfill sites,
which are reported on separately.
This report covers the results and findings of the monitoring programme
implemented by the Council in respect of the consents held by cleanfill consent
holders. These consents relate to the discharge of contaminants onto and into land,
discharge to air
(OMV), previously Shell Exploration NZ Ltd, operates a petrochemical production
station and associated wellsites, located on Lower Otaraoa Road at Motunui in the Waipapa and Manu
catchments. This report for the period July 2018 to June 2019 describes the monitoring programme
implemented by the Taranaki Regional Council (the Council) to assess environmental and consent
compliance performance during the period under review. The report also details the results of the
monitoring undertaken and
exercise of consents. In accordance with Section 35 of
the RMA, the Council undertakes compliance monitoring for consents and rules in regional plans, and
maintains an overview of the performance of resource users and consent holders. Compliance monitoring,
including both activity and impact monitoring, enables the Council to continually re-evaluate its approach
and that of consent holders to resource management and, ultimately, through the refinement of methods
and considered responsible resource

1.1.1 Introduction
This report is the third combined biennial report by the Taranaki Regional Council (the Council) for the
quarry monitoring programmes in the region. There are two biennial streams in which quarry monitoring
and Onaero Bay Holiday Park. NPDC holds resource consents to allow it to discharge septic tank treated
sewage to groundwater via infiltration trenches at each of the beach camps. This report for the period July
2017 to June 2018 describes the monitoring programme implemented by the Taranaki Regional Council (the
Council) to assess NPDC’s environmental performance during the period under review. The report also

1.1 Compliance monitoring programme reports and the Resource

1.1.1 Introduction
This report is for the period July 2018 to June 2019 by the Taranaki Regional Council (the Council) on the
monitoring programme associated with the resource consent held by South Taranaki District Council (STDC).
STDC operates a greenwaste disposal
also maintains a closed landfill, Marfell Park (Marfell) landfill in the Huatoki catchment. This landfill
does not accept any waste for disposal and has been fully reinstated.
