9. Iwi Appointments to Taranaki Regional Council Standing Committees
9.1 Mr M J Nield, Director-Corporate Services, spoke to the memorandum to receive and
confirm iwi appointments to the Council’s Consents and Regulatory Committee and
Policy and Planning Committee.
Resolved
THAT
section 100D(5)(d) of the Act, the scope of this review is confined to
proposed amendments set out in section 2 of this Proposal. No other part of the
current RPMP is subject to this review.
1.4 Consultation overview
In the development of this Proposal, early engagement has been undertaken with iwi
authorities and key stakeholders (refer Table overleaf). Further consultation on this
Proposal will now occur in accordance with the consultation requirements set out in the
BSA.

It was noted the deadline for submissions was 19 August 2019. The submission reflects
Council policies and a previous submission on threats to Hector’s and Māui dolphins.
7.3 Feedback from the Committee to the Department of Conservation will be provided noting
that there should be an increase in consultation with Iwi throughout the process.

That the Taranaki Regional Council:
a) receives the memorandum Submission on protecting Hector’s and Māui dolphins;

5. This memorandum and the associated recommendations are consistent with the
Council’s policy for the development of Māori capacity to contribute to decision-making
processes (schedule 10 of the Local Government Act 2002) as outlined in the adopted long-
term plan and/or annual plan. Similarly, iwi involvement in adopted work
programmes has been recognised in the preparation of this memorandum.

5. This memorandum and the associated recommendations are consistent with the
Council’s policy for the development of Māori capacity to
role involves providing river and drainage advice in relation to consent and compliance
matters and requests from landowners, and assisting with works as directed by the Rivers Manager
to reduce the risks associated with flooding and erosion whilst protecting the life-supporting
capacity of Taranaki rivers and streams.
The role encompasses engagement with iwi and hapū, the local community and a wide range of
internal and external stakeholders to provide technical advice on drainage,
