Water abstraction permits
Section 14 of the RMA stipulates that no person may take, use, dam or divert any water, unless the activity is
expressly allowed for by a resource consent or a rule in a regional plan, or it falls within some particular
categories set out in Section 14. Permits authorising the abstraction of water are issued
figures will increase sufficiently to require this capacity on a
regular basis.
We note that there is a significant gap in costs between Option 1 ($6m) and Option 2
($55m). Given Sport NZ s concern of the appropriate scale of response, it is unclear
whether the Regional Council has considered other solutions that would fall between

throughout the region.
Environmental effects of exercise of consents
The Tawhiti Stream, until it converges with the Tangahoe River, has been identified
as needing enhancement of its natural, ecological and amenity values, and life
supporting capacity under Appendix IB of the RFWP. The discharge from the
piggery effluent into the unnamed tributary of the Tawhiti Stream falls
and subsequent compliance
monitoring is an appropriate regulatory regime. In the Taranaki region, the discharge
of contaminants by DWI requires resource consent from the Council. The activity falls
under Rule 51 of the Regional Freshwater Plan for Taranaki and is classified as a
discretionary activity. The application may be non-notified if no parties are deemed to
be adversely affected by the proposed activity.
At the time of writing, there were a total of 19 current resource consents
