Sluice gates situated approximately 80 m downstream of the intake trash racks leak water
into a channel that returns flow back to the Manganui River, and in doing so provides an
attractant flow to fish that are migrating upstream and are capable of climbing damp
surface. It is recommended that the potential for fish to gain access into this channel is
restricted by installing a barrier on the vertical wall at
levels. This had been addressed through extension of the irrigation disposal
system in 2007-2008, and by more intensive wastewater and groundwater monitoring. During the year
under review, there was a higher nitrogen load applied to the paddocks than in the 2017-2020 years. The
nitrogen application rates increased by about 14% on Farm 1 and 20% on Farms 2 and 3 in the 2019-2020
year, with further increases of 10% on Farm 1, 4% on Farm 2, and 18% on Farm 3 during the year under
review. On Farm 3,

For reference, in the 2021-2022 year, consent holders were found to achieve a high level of environmental
performance and compliance for 88% of the consents monitored through the Taranaki tailored
circulation conditions (eg asthma, emphysema, heart attack, strokes); over the longer term,
increased concentrations correlate with increased cancer rates and premature death rates as well as chronic
respiratory illnesses.
While the current NES-AQ, set by MfE in 2004, is for fine particulate matter of 10 µm diameter (PM10 ), it is
anticipated that the next revision of the NES-AQ will focus on PM2.5, given its higher potential for adverse
