a closed landfill located on Victoria Road at
Stratford, in the Patea catchment. The landfill was closed to the public on 11 March 2002 and
to commercial disposers on 23 March 2002. The site has more recently been used to dewater
and dispose of oxidation pond sludge from the adjacent municipal waste water treatment
plant but this activity ceased in early 2006 and the landfill was recapped and reinstated. The
only external material now accepted at the landfill is soil from a local sawmill

from the South Taranaki and Stratford Districts. The plan was changed to allow for a regionalised approach
to waste disposal and the site is now currently a proposed option as the replacement regional landfill once

Taranaki District Council (STDC) operates a green waste disposal area located on Beach Road at Patea
Beach. The site was established as a public facility that could accept green waste for sand dune stabilisation
purposes. The site is consented to accept green waste from the Patea community and from STDC’s kerbside
and transfer station collection. This report for the period July 2017 to June 2018 describes the monitoring
programme implemented by the Taranaki Regional Council (the Council) to assess
disposal at Colson
Road landfill and the excavation backfilled with clean imported soil.
The discovery of the chemical residues has raised concerns within the community that there could be general dioxin
and other contamination within the landfill and that this contamination could also be affecting the surface of the park.
Park users are concerned that they or their children might be exposed to such contamination in their day-to-day use of
the park.

for air quality as it is in the middle of the CBD, between two main roads and many
busy shops and car-parks including The Warehouse, New World supermarket, KFC
fast foods outlet, and several others (see Appendix I). This location was also in close
proximity to previous two PM10 sampling sites, to allow comparison with data from
previous studies. Figure 2 shows the location of the monitoring site in relation to the
residential areas to the south.

small number of dwellings to the north and northwest of the
site between 1,600 and 1,900 metres from the main composting
operation. However, areas closer to the road are used for wastewater
irrigation, with the closest field being approximately 500 metres from the
nearest receptor.
3.5 In terms of the site location relative to the closest receptors, the
composting and vermiculture facility is located well away from any
sensitive receptors. It is at sufficient distance
comments
Valleys tend to channel emissions, preventing
dispersion. Katabatic drift (the movement of air at
night as it cools down) tends to flow down slopes, and
can carry long distances.
(i) Aprons and access roading
These should be constructed of impervious material,
and large enough to allow clean out of shed litter and
loading for transport off site, without litter falling onto
soil, surrounding gravel surfaces, or into any water or
drainage
