Council, queried the unspent budget
for the Community Road Safety Programme (CRSP) and whether these approved funds
could have been used towards an additional road safety activity. Mr V Lim, South
Taranaki District Council, advised that the planned CRSP activities for the year had all
been completed, but at less cost than anticipated due to third party contributions. With
all the CRSP activities able to be undertaken within the 2015/16 year having been
achieved, the corresponding
band D (7 sites), or band
E (12 sites). The two sites that achieve band A were Pātea River at Barclay Road Bridge (upper catchment,
near Te Papa-Kura-o-Taranaki), and the Hangatahua (Stony) River at Mangatete Bridge (a catchment with
special land use protection status). The Punehu Stream at Wiremu Road (upper catchment, near Te Papa-
Kura-o-Taranaki ), was the one site with an overall grade within band C. The proportion of sites graded within
bands D and E is nearly the same

Executive summary
Todd Generation Taranaki Ltd (the Company) operates the McKee Power Plant on Otaraoa Road near
Tikorangi, bridging the Waitara and Onaero catchments. Located to the south of the McKee Production
Station (which processes oil and gas from the McKee and Mangahewa groups of wellsites), the McKee
Power Plant was completed and commissioned during the 2012-2014 period. The 100 MW electricity
generating facility provides both peak and base load power for the

Wiremu Road at Opunake, in the Heimama catchment. This report for the period July 2012-
June 2014 describes the monitoring programme implemented by the Taranaki Regional
Council to assess the Company’s environmental performance during the period under review,
and the results and environmental effects of the Company’s activities.
The Company holds two resource consents, which include a total of nineteen conditions
setting out the requirements that the Company
programme, which is why a LakeSPI survey was carried out at
this lake. However, this lake has since been substituted for Lake Waikare, due to ongoing issues with lake
access (including a road wash out), meaning it had become unsafe to access Lake Mangawhio. The final set
of lakes included in the SoE programme (which in addition to the LakeSPI surveys, involves monthly
monitoring of a range of water quality parameters), are considered to be suitably representative of each
applicable
