Effects Management Hierarchy
If there is a loss of river values there must be a functional need for the discharge and the effects management
hierarchy must be applied.

The Council has prepared a Proposed Coastal Plan that, among
other things, provides a high level of protection to all 14 surf0
breaks, with the four nationally significant surf breaks having the
highest level of protection. The Proposed Plan also identifies a
stretch of surf breaks from Kaihihi Road to Cape Road as a
‘Significant Surfing Area’. The idea is to recognise and protect
their special nature while not
Taranaki Sawmills Ltd during one wet weather survey. The levels were found to be well
within the empirical NOECs (no observable effect concentrations) for aquatic life developed by the
European Chemical Agency and the Cawthron Institute.
Monitoring of groundwater and leachate in relation to the old landfill area off Bewley Road showed that all
of the samples collected from the three monitoring bores complied with consent limits.
There were five unauthorised incidents recorded that were
Limited (Origin Energy) took over the three drilling waste
landfarming sites of Swift Energy NZ Ltd in 2008. The sites are located on Geary Road at
Manutahi, in the Waikaikai catchment (Geary and Schrider sites); and on Spence Road,
Kakaramea, in the Kaikura catchment. Disposals at the Geary and Schrider sites were
completed in 2006 and 2011 respectively; the areas have since been reinstated to productive
farmland. Disposals at the Spence site were completed in 2012. All three sites are
disposal site located on Monk Road at
Waverley, in the Whenuakura catchment, and a wood waste disposal site located on Village
Settlement Road at Waverley, in the Moumahaki catchment. The Monk Road site is
consented to receive untreated wood waste only, and the Village Settlement Road site is
consented to receive treated and untreated wood waste. All the wood waste discharged at
both sites originates from the Company’s sawmill in Waverley. This report for the period
July 2012-June 2013 describes
landfarming sites, two of the consents associated with these facilities were originally held by
Swift Energy NZ Ltd and were transferred to Origin Energy in 2008. The third consent is
held by AR Geary.
The sites are located on Geary Road at Manutahi, in the Waikaikai catchment (Geary and
Schrider sites); and on Spence Road, Kakaramea, in the Kaikura catchment. Disposals at the
Geary and Schrider sites were completed in 2006 and 2011 respectively; the areas have since

catchment. The Company stored, blended and distributed agricultural fertiliser based on poultry litter from

began operations at a new purpose built facility, located at 1319 Mountain Road, Inglewood, also in the
Waiongana
