Environmental performance is concerned with actual or likely effects on the receiving environment from the

considered to be outside the scope of the baseline monitoring programme, however where there are
resultant changes to the baseline monitoring programme, they have been included in this report.
STDC demonstrated a high level of administrative compliance with its resource consents. No rating is given
for environmental effects as none of the consents included in this programme have been exercised.
For reference, in the 2016-2017 year, 74% of
that with the proposed abstraction rate of 3.9 cumecs, the scheme has the potential to
‘flatline’ the lower river, even under scenario 2. An example of this is shown in Figure 3, where the smaller
variations in flow can be completely absorbed by the station. Jowett states in his report that the impacts of low
flows begin to manifest after 30 days. The synthetic natural flow record shows that this occurs most years

18. Research has demonstrated a correlation between short-term episodes of exposure to

death rates and chronic respiratory
bore permeability tests on the monitoring bores GND 2188 and GND 2190 (January
8th 2015).
The 'slug test' method requires removal of a set amount of water, where after recovery of water
levels is timed with a stopwatch. The four litre 'slug' was removed by a high rate vacuum pump,
and the recovering water level was determined with a calibrated electronic dip tape. Both
monitoring bores did not fully recover to their initial water levels after 100 minutes. GND 2188
recorded sudden surges in water
weekend [Saturdays and Sundays].
10. The discharges authorised by this consent shall not give rise to suspended or
deposited dust at or beyond the boundary of the site that, in the opinion of at
least one enforcement officer of the Taranaki Regional Council, is offensive or
objectionable. For the purpose of this condition, discharges in excess of the
following limits are deemed to be offensive or objectionable:
a) dust deposition rate 0.13 g/m2/day; and/or
b) suspended dust level 3
