the discharge of leachate and stormwater
from seven closed landfills. The landfills are at Kaponga and Manaia in the Waiokura catchment, Patea in
the Patea catchment, Opunake in the Otahi catchment, Hawera in the Tangahoe catchment, Otakeho in the
Taikatu catchment and Eltham in the Waingongoro catchment.

Executive summary
The New Plymouth District Council (NPDC) operates a wastewater treatment plant (NPWWTP) located on
Rifle Range Road between New Plymouth and Bell Block. This report for the period July 2018 to June 2019
describes the monitoring programme implemented by the Taranaki Regional Council (the Council) to assess
NPDC’s environmental and consent compliance performance during the period under review. The report
also details the results of the monitoring undertaken and assesses the
resources.
COMMENTARY/HIGHLIGHTS
Continued to make progress on the review of the Regional Freshwater and Coastal plans. The Council decided to delay the release of a
Proposed Freshwater Plan to allow further work to be undertaken and recognising the considerable uncertainty for the review arising
from central government initiatives. In the interim, the Council's environmental requirements for good farm management in the region
under the existing plan provisions have been established
on Bird
Road near Toko, in the Patea catchment. The quarry has been operating for approximately
60 years and mainly provides aggregate for on farm purposes, but has also sold aggregate
commercially from the site.
This report for the period July 2011-June 2013 describes the monitoring programme
implemented by the Taranaki Regional Council to assess the Company’s environmental
performance during the period under review, and the results and environmental effects of
the Company’s
located on the
Patea River on Maben Road, near Hurleyville. Water is impounded behind the 82 m high
Patea Dam to form Lake Rotorangi. This water is diverted through the 32 MW power station,
the largest in Taranaki. This report for the period July 2014–June 2015 describes the monitoring
programme implemented by the Taranaki Regional Council (the Council) to assess the
Company’s environmental performance during the period under review, and the results and
environmental effects of the Company’s

Plymouth District. This report for the period July 2013-June 2014 describes the monitoring
programme implemented by the Taranaki Regional Council (the Council) to assess the
consent holder’s environmental performance during the period under review, and the
results and environmental effects of the consent holder’s activities.
NPDC holds 20 resource consents, relating to those water supply systems which include a
total of 142 conditions
Plymouth has reached capacity. As it is now expected that the Colson Road
landfill will be closing at the end of June 2019, detailed planning has started for the facility. This report for
the period July 2016 to June 2017 describes the baseline monitoring programme implemented by the
Taranaki Regional Council (the Council).
The STDC holds a total of five consents which contain a total of 77 special conditions. These consents cover
all aspects of the construction and operation of the landfill.
This Annual report on the Progressive Implementation
Programme: National Policy Statement for Freshwater Management relates to a requirement
of the NPS-FM 2014 and is separate from any proposed new requirements.
9. The implementation of the NPS-FM in the Taranaki region does not start from a blank
canvas. Of note, state of the environment reporting shows that Council programmes and
activities have been generally efficient and effective in meeting NPS-FM objectives and
