13. Set out below is a summary of the overall policy direction to be implemented by
Councils:
13.1. Restrict rezoning of highly productive land, but allowing tier 1 and 2 territorial
authorities to consider rezoning subject to requirements of the NPS-HPL.
13.2. Avoid rezoning of HPL for rural lifestyle and avoid subdivision generally of HPL,
one inspection, a review of water
abstraction data and water level monitoring data, three water samples collected for physicochemical
analysis, two biomonitoring surveys of receiving waters and various stream gaugings.
The monitoring indicated that the operation of the sluicing of the weir has improved, with flows not falling
below 151L/s at any point in the 2023/24 year.
For reference, in the 2023/24 year, consent holders were found to achieve a high level of environmental
was undertaken as NPDC had notified Council on 18 May 2021 that the Inglewood WWTP was
overflowing into the Kurapete Stream. A NPDC WWTP technician was on site taking discharge samples. The
discharge into the Kurapete Stream was estimated at 95 L/sec. The discharge consisted of mainly rain water,
with some partially treated wastewater. This was slightly turbid/cloudy and light greyish in colour. The
Kurapete Stream was running at a moderate swift flow and there was no significant visual

Silver Fern Farms held two consents for the abstraction and use of water during the
2012-2014 review period. Water permit 1091-3 had expired and was replaced with
water permit 1091-4.
