3.5 Refuse is discharging from the Otaraoa Road site that is on a road reserve. New
Plymouth District Council have been spoken to and as erosion occurs they will dispose

Executive summary
Groundworkx Taranaki Ltd (the Company) operates a cleanfill and green waste facility located on Victoria
Road at Stratford, in the Patea Catchment
This report for the period July 2022 to June 2024 describes the monitoring programme implemented by
Taranaki Regional Council (the Council) to assess the Company’s environmental and consent
processing plant situated on Waiinu Beach Road at
Waitōtara, in the Waitōtara Catchment. The monitoring period coincides with the plant’s processing season.
The report includes the results and findings of the monitoring programme implemented by the Council with
respect to the consents held by the Company. These relate to abstraction of ground and surface water,
discharge of wastes by spray irrigation to land, discharge of stormwater and cooling water in the Waitōtara
Catchment, and the air
sediment associated with earthworks onto land that may
reach water
Cancellation of consent condition fifteen, to enable road building and stabilization works to

That the Taranaki Regional Council:
a) took as read and confirmed the minutes of the Operations and Regulatory Committee of the
Taranaki Regional Council held on 15 March 2024 at Taranaki Regional Council 47 Cloten Road

b) noted the recommendations
included in a separate biennial report (Northern
Quarries compliance monitoring report), which will also cover the period July 2022 to June 2024. Civil

For each quarry, this report describes the monitoring programmes implemented by the Council to assess
environmental performance during the period under review, and the results and environmental effects of
the quarry’s activities.
