communities, as well as road users travelling between the regions.
Severe weather events and heavy goods vehicle accidents have resulted in frequent road closures
or restricted operation of the highway, contributing to negative perceptions of the route.
Particular sections of this state highway at risk are Mount Messenger, the Uruti Valley and
Awakino Gorge. These areas also have very poor cellular phone coverage which compounds
safety and operational issues when incidents do occur.
Manaia Road at
Kapuni, in the Kaupokonui catchment. The plant processes milk and whey permeate from dairy product
manufacture around the North Island. There is also an inhalation grade lactose plant on the site operated by
DFE Pharma (DFE plant), with stormwater discharges from the areas around this activity combined with
those of the lactose plant under consents held by the Company. Wastewater from the factory site is
disposed of by irrigation onto land on two nearby farms.

The monitoring found that the most coastal structures were compliant with consent conditions, with two
minor non-compliances observed at Bayly Road (5512-2) and Pātea boat ramp and jetty (4566-2). In the
previous monitoring year, one structure at Ōpunake Beach was found in a state of disrepair and was
deemed to be non-compliant. This structure has since been replaced by a new wall and is now compliant
with the associated resource
