compliance monitoring reports that have been prepared since the last meeting.
3.2 Councillor D H McIntyre asked for an explanation on the Colson Road groundwater
bores. Ms V McKay responded that the closure phase has begun on this landfill so
therefore the bores are being relocated and a variation to the consent was required. New
Plymouth District Council as consent holder is required maintain a discharge consent
Manaia Road at
Kapuni, in the Kaupokonui catchment. The plant processes milk and whey permeate from dairy product
manufacture around the North Island. There is also an inhalation grade lactose plant on the site operated by
DFE Pharma (DFE plant), with stormwater discharges from the areas around this activity combined with
those of the lactose plant under consents held by the Company. Wastewater from the factory site is
disposed of by irrigation onto land on two nearby farms.

To take and use
Hickman JD 1997 Family Trust (the Trust) operates a road transport depot located on Waitara Road at
Brixton, Waitara, in the Waiongana catchment. The operations at this site mainly involve packaged dairy
related products. Goods are stored under roofed catchments with the remaining areas being paved or
gravel. The site also has a vehicle parts wash facility with wastewater draining to sumps and then to the
stormwater system. There is a truck wash onsite that drains to trade waste.
This report
from the pits prior to land spreading for
further waste characterisation. Presently, the pits are now merely transfer points from road trucks to
agricultural machines with the receipt of waste and spreading often daily. For this reason, pre-spreading
wastes no longer provides further information that might be expected from storage of material in the pits
for long periods of time.
There were two inspections carried out by the Council during this monitoring period, and the Company was
the Taranaki Regional Council:
