1 Introduction
1.1 Compliance monitoring programme reports and the Resource
Management Act 1991
1.1.1 Introduction
This report is for the period July 2021 to June 2022 by the Taranaki Regional Council (the Council) on the
monitoring programme associated with resource consents held by two concrete batching plants in the
Taranaki Region, Firth Industries on Glover Road in Hawera, and Fletcher
Executive summary
South Taranaki District Council (STDC) operates a municipal wastewater treatment plant (WWTP) located on
South Road at Ōpunake, in the Otahi and Heimama catchments. This is a three-stage treatment system
comprised of a primary oxidation pond, a wetlands treatment system, and a subsurface, reticulated soakage
trench system that subsequently discharges to an unnamed coastal stream between the Otahi Stream and
the Heimama Stream.
This report for the period July 2022 to June 2023
as well as one quarry that was remediated during the monitoring
period. This will be the third report to incorporate the monitoring results of this group of quarries.
The monitoring programmes for another 12 quarries (plus two since remediated) will be included in a
separate biennial report (Southern Quarries compliance monitoring report), which also covers the period
July 2016-June 2018. Civil Quarries Limited’s Everett Road quarry is reported on separately.
For each quarry, this
regionalised approach to
waste disposal and the site is now currently a potential option as the replacement regional landfill once the
facility at Colson Road, New Plymouth has reached capacity. The management of the delivery and operation
of the facility, and the associated consents were transferred to New Plymouth District Council (NPDC) during
the year under review. The Colson Road landfill closed to general waste in August 2019. However the use of
the Central Landfill was put on hold and
operated at the site. Copper
processing ceased in June 2002 and brass processing ceased in January 2003. MASL also previously
operated a separate powdercoating facility on Connett Road in the Mangati catchment. This operation was
shifted to the main Paraite Road site during the 2008-2009 year and is now monitored under the existing
consents for this site.

Timing of the event was exacerbated by already low feed levels going into winter and
road slips prevented some farmers from undertaking normal seasonal work such as
shearing and mustering.
A relief package totalling up to $500,000 was provided by Taranaki Regional Council to
affected farmers for slope stability plantings, soil slip debris trail re-vegetation, and
replacement of riparian plants on the ring plain.
