1.3.1 Water abstraction permit
Section 14 of the RMA stipulates that no person may take, use, dam or divert any
water, unless the activity is expressly allowed for by a resource consent or a rule in a
regional plan, or it falls within some particular categories set out in Section 14.
Ensuring sufficient volumes of water within streams and rivers to protect aquatic
habitat is a primary concern of the Council with respect to water abstraction permits.

plan, or it falls within a particular category set out in Section 14.
Taranaki Racing Club holds water permit 7470-1, authorising the taking of
groundwater from a bore for the race track irrigation and general purposes. This permit
was issued by the Council on 20 August 2009 under
wooden safety barrier in place (Photo 12). This work was carried out because the
structure was falling apart and no longer provided access to the beach; in contravention of resource consent
6736-1. At present, beach access is provided by the track that was excavated next to the original access
point.

returns of
$8m a year over the life of this plan. The Council’s
biggest financial risk is port dividends falling below
forecast levels.
The Council also intends turning to its Dividend
Equalisation Reserve, built up from years when
dividends exceeded forecasts. This fund will be
drawn upon to help minimise rates increases in the
first few years of this Long-Term Plan. The fund will
be replenished in later years.

Council’s money comes from for
examples of the types of contaminants that fall under these. Are they designed to capture
contaminant discharge from industrial facilities such as Fonterra Whareroa and Methanex plants?
