through the refinement of methods
and considered responsible resource utilisation, to move closer to achieving sustainable development of the
region’s resources.
1.1.4 Evaluation of environmental and administrative performance
Besides discussing the various details of the performance and extent of compliance by the consent holders,
this report also assigns a rating as to each Company’s environmental and administrative performance during
the period under review. The rating categories are high,
consent holders to resource management and, ultimately, through the refinement of methods
and considered responsible resource utilisation, to move closer to achieving sustainable development of the
region’s resources.
1.1.4 Evaluation of environmental and administrative performance
Besides discussing the various details of the performance and extent of compliance by SDC, this report also
assigns them a rating for their environmental and administrative performance during the period under
the 2021/2031 Long-Term
Plan (LTP)). General rates will increase by $1.77m (15%)
for 2023/2024 – an extra $30 per year for most residential
ratepayers. The LTP had forecast a $0.58m (5%) rise for
2023/2024. The Dividend Equalisation Reserve, grown
through the Council’s long-standing ownership of Port
Taranaki Ltd, contributed $1m to offset the rise in
general rates.
While there are no new work programmes to those set
out in the LTP, specific additions in the Plan include
administrative performance
Besides discussing the various details of the performance and extent of compliance by the consent holder,
this report also assigns a rating as to each Company’s environmental and administrative performance during
the period under review. The rating categories are high, good, improvement required and poor for both
environmental and administrative performance. The interpretations for these ratings are found in
Appendix II.
For reference, in the 2021-2022 year, consent
station is
maintained on the stream for the continuous measurement of flow rate and temperature.
Silver Fern Farms Ltd (meat processing plant) demonstrated an overall good level of environmental
performance.
Silver Fern Farms Ltd holds six resource consents, to allow it to maintain a dam in and to take water from
the Tawhiti Stream; to discharge to the stream and to land; and to discharge emissions into the air.
During the period under review, there was one incident reported in

To monitor the exercising of consent 7470-1.2, abstraction volume and rate data are recorded electronically
and transferred to the Council via telemetry, so the data can be viewed in near real time.
Three groundwater monitoring bores are monitored to assess the potential effects of the abstraction on
local groundwater levels. One of the monitored bores is located within the grounds of Pukekura Park to
assess effects down-gradient of the raceway. Groundwater …
This is principally because, based on the
descriptions of the heating and ventilation systems, in my opinion, odour emission
rates will be lower and have the potential to be considerably lower than the
standard emission rate factors used for modelling odour from the chicken sheds.
38 In my view, the odour dispersion modelling results can also be calibrated using the
knowledge of complaints, compliance, and onsite odour observations, which
indicate a generally low level of
showed that overall the NPDC water schemes are well operated and maintained and appeared
to be having no adverse effects on the environment.
NPDC provided all the abstraction data required under consent conditions and this showed that all daily
volume limits and instantaneous abstraction rates were complied with. Self-monitoring of the Inglewood
discharge showed less than minor non-compliances with suspended solids limits. However, NPDC has since
implemented measures to prevent future …
smell. During these
early weeks and when there are stronger winds the odour intensity is not
more than a 3 (distinct). But in the latter weeks of the cycle and when there
is slow air movement odour intensity can be up to a 4/5 (strong/very
strong). 2-3 times a year he would rate the odour at a 6 (extremely strong)
and this is generally observed as he is walking between the office and the
