rainfall for the Waitara catchment is expected to be about 2,200
mm. A catchment-wide mean annual rainfall of about 3,200 mm is estimated for the Manganui River
based on the recorded mean flow at Everett Park (19.5 m3/s).
In a normal year, significant rainfall occurs in every month of the year, with the three months from
January to March receiving roughly 30% less rainfall than other months on average. This lower
rainfall period coupled with the higher temperatures and evapo-transpiration rates in
property worth $500,000 will pay approximately $25 to $29 more in total rates.
The total rate take (general and targeted rates) is planned to increase by 9.9% or $1.38m. Specifically for 2021/2022, the
general rate will increase by $2.98m. The uniform annual general charge will be $45. Rates for Yarrow Stadium reduce by
45% ($1.76m). River control and flood protection targeted rates will increase by $1,800 and targeted rates for passenger
transport services will increase by $158,319.

maximum rate at any one time. Dr Brady and Ms Barclay consider that the number
of sheds discharging at the higher rate is best determined using statistical techniques
based on empirical data. The other experts do not agree that there are sufficient
data to allow reliable conclusions to be drawn.

provision of funding from both district councils and the regional council can be
seen as a form of “double-dipping” of rates funding from the same ratepayers.
With funding comes involvement in governance and service delivery and the
addition of regional council involvement can make these roles more complex than
they already are.
The regional council can be seen as a substitute funder for some parties that are not
prepared to be contributing their “fair share”.

discussing the various details of the performance and extent of compliance by the consent holders,
this report also assigns a rating as to each Company’s environmental and administrative performance during
the period under review. The rating categories are high, good, improvement required and poor for both
environmental and administrative performance. The interpretations for these ratings are found in
Appendix II.
For reference, in the 2021-2022 year, consent holders were found to achieve a high
